<p style="margin: 10px 0 0 0">I'm guessing that there are two parts here</p>
<p style="margin: 10px 0 0 0">1) Do a load(backup = true) in the constructor (possibly in ReloadableXMLFile::startup())</p>
<p style="margin: 10px 0 0 0">2) In the implementation of load(boolean) just skip the signature check (always) if we are loading from the backup. We won't ever write the backing file if the sig check fails, so modulo stuff like someone changing the signature configuration and restarting we are OK.</p>
<p style="margin: 10px 0 0 0">The latter case is worrisome since someone might change the signature and things would appear to work - its just that the new configuration (or metadata) would never load. We'd got to the web to download fail the signature test and bail. Then we would recover by reading the last know good (which wouldn't have a signature check since it was from backup).</p>
<p style="margin: 10px 0 0 0">If we wanted to fix this we would need to add <em>another</em> parameter to load(...)</p>
