<p style="margin: 10px 0 0 0">Added a new "conditional" setting to the signing and encryption flags that more or less mirror how the IdP works now by default. It's also somewhat contextual because the "default" setting for these flags varies by profile, but generally speaking the default is now "conditional" in most cases. This causes front-channel signing and use of encryption when possible, and the same on the back channel when the SP is responding or when the SOAP destination is over http or https/443.</p>
<p style="margin: 10px 0 0 0">A subtle point is that encryption="true/front/back" is different than leaving it out or using "conditional". Explicitly turning it on causes a failure if encryption can't be done, as it does prior to this change,, but the default setting now is opportunistic and will encrypt if it finds a key, but not if it can't. This is rational IMHO because the SP isn't the one that owns the data, and if the IdP wants the data encrypted then it should publish a key.</p>
<p style="margin: 10px 0 0 0">This is intended to be essentially backward-compatible if the settings already exist, but changes the meaning of leaving out the setting such that signing and encryption turn on automatically under appropriate circumstances.</p>
<p style="margin: 10px 0 0 0">An outstanding issue is what the impact is regarding the requireTransportAuth setting, still need to review that default.</p>
