<p style="margin: 10px 0 0 0">V3 by design filters the formats in the configuration against any formats in the metadata. The exception is that if the metadata includes "unspecified", it ignores the metadata, and if the metadata is ignored or contains no formats, there is no filtering and the configuration is just used as is.</p>
<p style="margin: 10px 0 0 0">That is not going to change. So no matter what, there's no bug here, and I don't care what V2 did or didn't do, it's been a year and half and we're not going to confuse everything even more by making changes again. So let's put that aside.</p>
<p style="margin: 10px 0 0 0">As a matter of clarification, it was my understanding and it was <b>documented</b> that V2 did this same filtering. And I looked at the code originally and interpreted that as being the case, so there was no deliberate intention that it would be different. I will look at it again, but I'm not going to test it.</p>
<p style="margin: 10px 0 0 0">If it is different, then V2 had a bug. If the metadata says the SP supports only specific Formats, it is certainly not right in SAML to just send it a Format it doesn't support. You can do it, but the metadata is supposed to be telling you that it won't work and so doing it would be ill-advised.</p>
<p style="margin: 10px 0 0 0">Basically the text of this issue is literally "the IdP is doing what the SAML spec says it should do". Metadata absolutely should override what the configuration says, and it does now. If it didn't before, I inadvertently fixed a bug.</p>
