<p style="margin: 10px 0 0 0">One point toward what Misagh says, with the order as it was delivered in 3.2.0, there are more opportunities for dangerous and/or annoying side effects from the deployer perspective, the biggest being that beans can be defined that can't be overridden by the user (again, just stating what Misagh does, but a little more strongly).</p>
<p style="margin: 10px 0 0 0">Our case came up when working with Chicago on the Duo integration. Initially, I think we had it in the order it was with 3.2, but DaveL needed to be able to change the configuration a bit to work with the authn contexts that they had in place already. As it was, there was no way for him to do that other than to do a lot of rewiring.</p>
<p style="margin: 10px 0 0 0">As far as the behavior in general, I'd say you might want to reconsider, anyway. There's probably little reason to have configuration in a module that a deployer can't override (side note: yes, they can override, if they knew what they are doing, but I would not have that expectation). Good citizenship would be to make it open by default, and would not even advertise the fact that there is a `config.xml` file out there that developers could (ab)use.</p>
