<p style="margin: 10px 0 0 0">Sorry, I probably wasn't very clear. The <tt>DelegationRequest</tt> enum value isn't fundamentally a config param.</p>
<p style="margin: 10px 0 0 0">A value of that type is the product of evaluating the 2 delegation signals that we currently have: 1) the request <tt>AudienceRestriction</tt> condition and 2) metadata <tt>RequestedAttribute</tt>. If either of those produces a value other than <tt>NOT_REQUESTED</tt>, then that's what is used.</p>
<p style="margin: 10px 0 0 0">However, if neither indicates an explicit delegation request signal, then we have this concept of the "default delegation requested" value returned from the eval. The obvious simple answer would be that it should be <tt>NOT_REQUESTED</tt>.</p>
<p style="margin: 10px 0 0 0">However I think for practical reasons we made it something one could set, b/c they may be situations when neither explicit signal is/was possible. I see that our SP does now support the conditions request signal via <tt>requestDelegation</tt>:</p>

<p style="margin: 10px 0 0 0">In federations there certainly would be some question as to which allow arbitrary <tt>RequestedAttribute</tt>'s in metadata. IIUC InCommon would seem to probably <b>not</b> support this, as the admin UI uses dropdowns for the attributes, with known and supported values:</p>

<p style="margin: 10px 0 0 0">So this was (mostly) a practical nod to those cases. It essentially allows the IdP admin to equate the profile config policy flag of "allowing delegation" with actual issuance of a delegated token. </p>
