<p>In several cases the Timer is added by way of a constructor argument.  We certainly have to leave the old 3 parameter constructor in place but I am not convinced that we are allowed to add a new 2 parameter variant.</p>

<p>In several other cases the bean is injected as a property, but this is done via a custom parser.  This would be all fine and well except that the default value is set in the schema, so the custom parser cannot tell (without looking at the string and comparing it with "shibboleth.TaskTimer" whether this is a real set.</p>

<p>I thought that we could make the bean definition be non-singleton, but of course then it won't have its destroy method called and we need that to make sure that cancel gets called.</p>

<p>I am not sure if the only safe condition is to make the setTaskTimer() method in BaseReloadableServive a noop.  You can call it but nothing changes.  Then we can create the Timer() in the initialize of that function and (continue) to cancel it in the destroy.  This at least has the benefit of being very topical (one file changed)</p></div>
