Ok, I infer you were looking at the SHA-1 DigestMethod that is inside the RSA-OAEP EncryptionMethod. That's not covered by the algorithm support extension DigestMethod, that's only for signing. What you are seeing is the OpenSAML default for that. Unlike with signing, many impls don't support anything other than SHA-1 there, so we have to leave that as the default.

(Btw, the spec allows for the RSA-OAEP parameter preference to be expressed as child elements of the EncryptionMethod in the KeyDescriptor, and our SAMLMetadataEncryptionParametersResolver does support pulling the DigestMethod from there, along with the other OAEP params - MGF and OAEPparams).

On the spec interpretatoon re preference ordering: I think it actually is reasonably clear that it's effectively in decreasing preference order. It's true that in sections 2.3 and 2.4 that cover the "expression in metadata", it says:

[qualifier about multiple elements of the same type being present]... they MUST be listed in order of preference by the entity.

However in section 2.5, which describes the behavior of the metadata consumer it also says:

The elements describing this support in metadata SHOULD be consulted in order, and the metadata consumer SHOULD select the first algorithm encountered that it supports for use with a particular entity (subject to local policy).

The "first" part is key. I guess one could argue about what "in order" means, but I think the reasonable interpretation is document order.
