Yes, you can load them via HTTP, but there is no support for signing them, which means you're stuck with TLS, and we've had 2 bugs in the last two months in that library code (and that doesn't include TLS itself). The SP has signing support in all those remote config loaders, but the IdP doesn't.</p>
<p>Of course that doesn't apply to localhost URLs.</p>
<p>Metadata you can sign, but if it's a local file or localhost access there's really no reason to.</p></div>
