<p>My impression is that like SPNEGO, most cases of client authentication are targeted at subsets of the user population and have to be combined with other methods. Usually people seem to want to control the timing and the choice to use that method.</p>
<p>It also creates a requirement to login that will be imposed before the SAML request is processed, so if there's an error, or the request specifies a different method, the IdP doesn't have the chance to determine that before the user is already asked to login, in this case presumably with the PIN for the key being prompted.</p>
<p>That's where there are two separate flows now for RemoteUser, one internal (which works nicely for ECP via container) and one external (which works nicely for browsers).</p></div>
