Instead of not registering an algorithm if not runtime-supported, I added a new method to AlgorithmRegistry to get the runtime support status of an algorithm URI. That runtime support status is computed dynamically at registration time and stored. This is cleaner and doesn't interfere with the utility methods that just get info about a URI.</p>
<p>Then updated the encryption and signing resolvers to use the new API where appropriate, so that we never attempt to use an algorithm that isn't supported.</p></div>
