<p>This is because the actual configuration has to be derived from the attribute resolver and hence the mapping has to be part of attribute resolution (just as attribute encoding is - albeit in a hidden manner).  If we did not combine them then we would either need separate services, running from the same configuration (which includes the costly initialization of Database and LDAP connectivity), or we would need to build the mapper from the current resolver prior to every mapping stage.</p>

<p>IdPRequestedAttribute should go into attribute-api, and the decoders into saml-api and saml-impl (where the encoders live).  Then attribute resolver can export the decoder object (as it does the encoder objects).</p></div>
