        <li>The original reporter tried "xmllint --valid --noout" on a RHEL 6 system, exact details not known, on a downloaded copy of the file.</li>
        <li>For --valid to have worked, the file would have had to be changed after download, as it does not include a DTD.</li>
        <li>The result of the xmllint call seems to indicate that the 0xB9 octet is still there but the 0xC2 has been dropped, leaving an invalid UTF encoding (0xBx may not appear as the first octet in a UTF-8 encoding, only in subsequent octets).</li>
