<p>In terms of the exception approach, that's what I'm hung up on.  I'm actually thinking not so much about the init and "fail fast" case, but rather the reloading behavior.  For example for batch there's a distinction between:</p>
<ol>
        <li>I successfully fetched and processed the metadata into a new effective data set (and that data set might be empty b/c the top-level element was removed)</li>
        <li>I did not successfully process the newly fetched metadata (e.g. signature validation failure) and I should keep the data that I have</li>
</ol>


<p>Seems like dealing with these 2 cases with the exception approach requires a specialized exception type.  Which would be fine, except throwing an exception intuitively means (to me) an "error", which isn't the case if the top-level element is removed for some legitimate and expected reason. I was a "success" that just happened to produce an empty data set. </p></div>
