<p>Just thinking ahead: I'd imagine the usual case for the IdP would be to have the dynamic provider last in the chain, so it gets called if nothing else resolves.  The above implies that you'd always attempt the lookup by calling the dynamic provider in the chain, even if you already found metadata.  Unless you special cased not invoking the dynamic one, but that seems kludgy.</p>

<p>At best, assuming there is no such metadata endpoint, that's going to result in some additional DNS resolution and (failed) HTTP operation.  At worst, the entityID <b>does</b> have metadata published at it's entityID and now you've got 2 EntityDescriptors resolved.  So in that case how would you know when that's really an duplicate error/warning and when not?</p></div>
