<p>I <b>think</b> there's also conceptually a case where you have different "new" metadata that shows up but in fact has an older timestamp than getLastRefresh().  I can't see any way to really handle that using time evaluations alone, the way we do now.  Seems you'd have to do something with a checksum over the data, possibly plus a timestamp, in order to detect.  Not worth it, we can realistically just assume that metadata files are being cp'ed over (or touch'ed) rather than mv'ed, so the timestamp should always be fresh if it's really a new file.</p></div>
