<p>Basically the problem is that it's double-encoding the query parameter value. E.g. if the original base64-encoded message has a '/' character, it's coming through as '%252F'.  It should be '%2F'.  So it's re-encoding the '%'. </p>

<p>The behavior is consistent with what java.net.URI Javadoc says:</p>

<p>"The multi-argument constructors quote illegal characters as required by the components in which they appear. The percent character ('%') is always quoted by these constructors. Any other characters are preserved."</p>

<p>Problem is, I thought we could trivially fix by having overloaded UriSupport methods that don't do the encoding before passing to the URI constructor.  But that results in no encoding at all, e.g. a literal '/' is emitted.  </p>

<p>So I'm not sure at this point whether the new UriSupport's approach to doing this is going to work, at least for the redirect encoder.  It may be broken for other things too, need to look at how it's being tested. </p>
