[JIRA] (IDP-2118) Add metrics for request processing

Settled on a design copied from the metadata code to handle race conditions. Exposed a map of counters keyed by relying party config IDs, which are now including the default and unverified cases.

Counters do clear on service reload, but that's probably the best way to handle it.
