I wanted to move some of the installer helper classes into a common area, but then that would mean that (absent another package) the code would be inside the SP/IdP which would be suboptimal.

Now, things like “Get the update information about this plugin” will be useful in metrics and that can be used. But things like “Download this package” won’t. Much of that will be a minority and I can live with some cut and paste (at least initially)
