[JIRA] (IDP-2117) Make the plugin Installer understand HttpClientSecurityParameters

Reopening since I spotted that we use the createRelative method to generate the real resources and it is them that need the handler.

It does not seem to be right to inherit the handler from the parent since there will be times you do not want to inherit and so I will ad a new method to create relative with handler.
