I am not sure where this ends up (and I’m only 90% sure its a good idea), but there will be significant overlap between IdP Plugins and SP plugins (At the very least the scripting and the JDBC plugins will be useful from day 1).

At the very least I would like to propose creating a new Interface Plugin (or perhaps ShibbolethPlugin and decant all the IdPPlugin interfaces into it, IdP Plugin can then extend that interface.

Further options include

* Moving this base interface to shib-shared somewhere
* Recasting most (but not all) of the installer support to be in terms of this interface.
* Possibly moving that down as well.

The second two can be done post ad hoc (since its impl classes only). Indeed the Adding a new interface into shib-shared is not technically breaking any API, but I’d sooner get that done before V5.

Beyond this its not clear what happens - this will come out in the wash when we get in to the weeds with the SP.

Any thoughts?
