Extended PopulateMetricsContext to include an optional counter name to increment. The action runs at the top of every top-level flow, even the admin flows, so it’s a good spot to stuff in an incrementer.

Note that this also runs after successful message decoding, so it should avoid a lot of noise that aren’t real profile runs.
