Moving bin/lib to dist/binlib

* The distribution can stay the same (with bin/lib) which means that

* The assembly/pom doesn't change
* $dist/bin/install.sh and bat don’t change

* The following should need changed

* idp-conf-impl/src/main/resources/net/shibboleth/idp/module/bin/runclass.*
* Installer sources:

* CopyDistribution
