Agreed.
build is an IdP command and could inherit from the idp parent (its doesn’t because it doesn’t need to and because of reasons).

Install isn’t an IdP command and mustn’t. I enjoyed the learning experience of making this work but I’ll 2x4 anything in which I need and rebase against the shib-cli classes
