Current work list

* remove the check for shibboleth.LegacyRelyingPartyResolverResources (which was needed V3 to V4) This adds a great deal of needless code.
* Move bin/lib to dist/binlib
* Refuse to upgrade is system is present
* Is the installer going to create metadata?
* In V4 we supported overlay of idp-conf and edit-webapp. I removed this. Needs documented
* What are we going to do about backchannel. The Installer still generates keys and a PKCS12 store (for jetty)
