* Move the J11 and J17 parent poms to point to the latest released version of the data, (i.e. locked)
* Move the enforcer parent to point to it (done)
* Reflect any changes in the J11 enforcer to the enforcer parent
* Release the enforcer parent
* Move the enforcer and enforcer-data parents forward
