I think this is very easy

* If relying-party.xml exists this is an upgrade
* If dist\idp.installed.version doesn’t exist it is pre-V4

* Refuse the upgrade

* If the property enclosed is V4 then this is a V4->V5 upgrade

* There are probably some one-off modules to enable (Core, EditWebApp, CommandLine)

* If the property i V5 then its a standard upgrade

Policing known badness

* The current code scans web.xml looking for known badness - Do we keep this
* What do we do about people who still have a system dir?
