Task to get the installer working again after all these changes. This will probably involve coordination and some other changes to reduce the installer’s involvement in some steps it handles now. We want to get the install layout divorced from the idp-conf packaging step in Maven, get the bin files handled by the module step and not by Maven, etc.

The injection of the entityID and scope for new installs also has to get moved after the core module is enabled.

Ideally, few of the folders get created by the installer at all, just the modules.
