Given that the annotations seem to be getting it to build an actual WebApplicationContext, I would think what we probably want is to undo the annotations and just build the context by hand like we do in lots of other tests. Then we should (I hope?) be able to just instantiate the same thing we do for the IdP for real.

I could imagine it being hard to “mock” the surroundings to support a WebApplicationContext of course, but we seem to already have that working or the annotation wouldn’t work…
