It’s part of the constructor for the various context types we created. The IdP should be using one of them, perhaps the tests fell out of date. I did add the reader override to the root context fairly late, it’s possible they’re not in sync.

Note that the Windows drive letter thing is something that only impacts conditional imports (but it is unfixed there and likely will remain that way). The best way to get a non-C install to work is just symlinking back to C. I don’t know how much Windows people even know they can do that. I suppose people using Windows have gotten even more skill-limited over the years.
