The changes for https://shibboleth.atlassian.net/browse/IDP-2002 sort of lead to the need to change how the tests work so that they will freshly copy most of the embedded files into place, then overlay the test resources, to run the tests, and switch idp.home to that temp path.

I think we might also end up moving idp-conf’s tests and resources over into idp-conf-impl and getting rid of idp-conf, but that’s just organizational, nothing functional.

This should not be tied to any particular release as it’s not an external issue. It should also probably include a bit of script authoring to provide the right commands to run to make the testbed work, by rebasing everything inside some folder, perhaps in the testbed itself, to run against. There are probably good arguments for and against making that classpath vs file based.
