A common practice for clientId is to generate a random identifier, in some cases prefixed by a meaningful identifier, like myclientname-82891740-eb49-11ed-b1cb-e719ed2ba0c0
I almost never encountered clientIds whicch were URIs.
If it should be a URI (which I respect), I think the rule should be enforced everywhere and not only in the audience parameter, or nowhere.
