FWIW, deactivating HTTP/2 support in the eduid.at web server seems to have taken care of this: After a restart and another round of signature filter application finally the.tag file was written to disk for the eduid.at metadata and on another restart shibd was able to use the backup copy loaded initial cache tag (If-None-Match: "...") and startup time was fast again.

I’ve since turned HTTP/2 support back on to help with verification of this behaviour, though.
