When we have bottomed out https://shibboleth.atlassian.net/browse/IDP-1806 (and as I write this I am not entirely sure where this will end up) we should align the installer and plugin installer (none of which are API any more) with best practise.

Note that these already have to use our http resource so we can inject an http security parameters into the mix when going off site. But our http resource also implements the spring IO resource.

The problem could well be that this code also uses ClasspathResources (which are spring only - or shimmed)
