The RP could honour ‘passive’ authentication requests to the IdP by setting prompt=none. This obviously conflicts with a forced authentication requirement (prompt=login). In the SAML specification, in the case where both are requested, forced authentication should not be performed unless it can be done passively. I am not sure how that translates into OIDC, unless prompt=none and max_age=0 have similar semantics, I will need to check—although I am not sure this is even possible when a user is expected and it is not a machine-to-machine flow (which the RP does not support).
