If all you’re concerned about is Shibboleth, then you will need identify all the dependent packages and clean it all up. The few you removed are not close to the full set. I’m simply saying that I don’t believe you’ll have a stable OS in the end, not because of my software but because their process just doesn’t work. If it did, then simply running yum update on Shibboleth would solve the issue, and apparently it isn’t enough. That suggests their package database is corrupt after the upgrade, which matches my experience with it.

If you’re asking about the packages, no, there are none. There’s only a Rocky 9 set because CentOS killed itself off and RH9 is not freely available to build on, so the only packages available are built on Rocky. They should work on RH9 as far as we know.
