The resolution should be the same as log4shib, to normalize the base name according to what RPM expects, and I have commit in my local tree that does just that. However, CentOS 7 and Amazon Linux 2 both ship xerces-c 3.1.1 in their default repository. CentOS 7 will happily take a more recent version from a non-default repository, but Amazon Linux 2 uses the Yum Priorities plugin, which prevents installation of or upgrade to an RPM of that name from a non-default repository.

Until we drop support for Amazon Linux 2, I am not sure whether it would be best to switch the canonical name of this package to libxerces-c (or maybe xerces-c-shib), to create a new RPM for the Shibboleth repo-- similar to how EPEL gets installed --that fiddles with the priorities plugin when installed on Amazon Linux 2, or just skip producing a xerces-c RPM for Amazon Linux 2 and use 3.1.1 thereupon.
