This was originally an MDA ticket, but was moved to https://shibboleth.atlassian.net/browse/JSPT-73 on the basis that we thought it would be more generally useful than just an MDA feature. That issue was implemented and closed.

Some years later, the decision to have that in the shared library was reversed and the class was deleted. It therefore needs to be resurrected as an MDA component.

The actual code for this within the MDA already exists; this issue will end up being mainly the addition of a bean definition and documentation.
