As well as the ScopeValidationStage itself, this requires some additional components to be adopted:

* AsDomainNameStringValidator
* AsLiteralTailStringValidator
* RejectDomainNameNotUnderPublicSuffixValidator
* RejectDomainNamePublicSuffixValidator
