The NonnullElements annotation is now package-eligible, so can be applied to any packages known to be clean with respect to this default.

The NullableElements annotation should be applied to anything known to contain them.

A new NonnullBeforeExec annotation is now usable for actions, handlers, and other components that do “work” at a specific point such that fields are known to be non-null prior to that point.
