Reducing scope of this to just the package changes. It turns out to be much harder to implement the separation of the test API into a new module in the MDA by comparison to the other projects because it doesn’t really have the separation into API and implementation that they do (it was apparently not trivial even there). The result, unless I introduced such a split now, is Maven seeing an unresolvable dependency loop.

I don’t think artificially separating -framework into -api and -impl modules just to enable separation of the -test API is justified.

I will proceed to separate the testing API into separate.testing packages, however, as I think that has value independently.
