We should look into extracting more content out of web.xml where possible, allowing that a lot of the techniques for this are very brittle or lacking in appropriate control. The priority should be anything that’s referencing a class, especially any of ours.

An obvious option might be to get the Spring initializer parameters, and possible even the listener itself, added at runtime, to eliminate more class references.
