As far as I can work out the secondary handlers are no longer being used and all parsing is done in shib-metadata-spring , shib-attribute-resolver-spring & shib-attribute-filter-spring (althoujgh there is a slightly weird mention of net.shibboleth.idp.spring.service.ServiceNamespaceHandler in V4 & V5 which doesn’t appear to exist in either branches
