The authorize flow is currently hardcoded to decode OIDC authentication requests. In practise this means that openid scope must always be included in the requests, as it’s strictly required both by the OIDC core spec and by the Nimbus AuthenticationRequest object.

The flow should also support more generic OAuth authorization requests.
