Both the OP and RP benefit from the OIDC claim mapping rules in oidc-claim-rules.xml. If the OP is installed, the RP can already benefit from the configuration changes required to enable them. If the OP is not installed, the RP will need to install the mapping file. I am not sure how the plugin installer handles the case where the RP will try to install a file that was already created by the OP. It seems a bit redundant to have a new one with a different filename, but that might be safer depending on the findings.
