Instead of [IDP-2002], it is useful that module.sh command can generate initial configuration files into dist/conf/ directory, or possibly dist-modules/conf/ .

In that case we can definitely compare current configuration files with initial ones, irrespective of the condition of the file which is in core or in any module.

My use case:

* Before upgrading, I use a command like “diff -r /opt/shibboleth-idp/conf/ /opt/shibboleth-idp/dist/conf/" to pickup customized files.
* Backup dist/conf/ directory.
* Upgrade.
* After upgrading, I’ll check the dist/conf/ changes and merge them with the necessary customization according to the result of step 1.
