Going to depend on Rod’s preference for whether we should brute force this in the installer (in which case it may be a bridge too far) or consider turning “everything else” into a new “Core” module that actually manages everything that isn’t already part of another module, and let the module layer handle it.

Seems like that’s a better choice, but may be riskier in the overalll picture.

The main reason I didn’t do this is that I find it kind of messy. I might ask on a list whether people think they’d want this or not.
