After further experimentation, it appears that for whatever reason it’s not working, using an existing bean to perform the logging of the exception so that the Spring expression the action-state evaluates does not include a class loader operation is working.

There’s a reasonable argument to make that that’s better code anyway, it’s certainly less verbose. So I’m comfortable making the change. But I still don’t know why it’s suddenly necessary or why it’s only under Eclipse (seemingly) that it’s a problem.
