I think the SP will want to leverage the idea of attaching conditions to MetadataResolvers, and this doesn’t seem unreasonable in general, though likely minimally interesting to the IdP.

Shouldn’t be a dependency issue (already depends on -profile-api) and we already have a ProfileRequestContextCriterion to tunnel that in.
