Another data-point: I just tried replacing

<ExcludedAlgorithms excludeDefaults="true">
...
</ExcludedAlgorithms>

with

<AlgorithmBlacklist>
....
</AlgorithmBlacklist>  

and it didn’t crash, though of course the two are not equivalent (missing excludeDefaults).
