There are settings on the Decrypter and related APIs that assume static configuration (e.g. the Recipient IDs) that should be possible to supply dynamically to the decryption process.

There may be similar needs on the Encrypter side.

I think we can make whatever changes we want to this without much concern for anybody but us.
